Kuwait housing reforms target shorter waits, private developers

Kuwait Times (KUNA), 3 October 2026: a package of housing reforms — Law 118/2023 as amended by Decree-Law 89/2025 (wider company forms, capital sized per project, PAHW project-specific standards), the draft mortgage decree-law approved by Cabinet on 22 September 2026, and a national plan of about 170,000 units over the next decade. First phase: three developer packages of about 5,000 units in Al Mutla'a, Saad Al Abdullah and Jaber Al Ahmad; 41 companies in 22 consortia pre-qualified at the end of August 2026; PAHW has prepared preliminary designs for the three sites.

Kuwait housing projects to deliver 4,750 homes under developer partnership model

Zawya Projects, 10 September 2026: the first three PAHW real estate developer packages (Al Mutla'a M-3, East Saad Al Abdullah ESA-1, West Saad Al Abdullah WSA-1 with the Jaber Al Ahmad strip J-1) are expected to deliver about 4,750 homes; developers design, finance, build, operate, maintain and sell under 30-year contracts (4 years construction + 26 years investment). Unit counts in the press vary (about 4,150 to 5,000) and are indicative until the RFP information memorandum is issued.

PAHW qualifies 22 alliances for three major housing projects for next phase

Times Kuwait, 30 August 2026: PAHW announced the pre-qualification result for the three residential projects under Law 118/2023 — 41 Kuwaiti and international companies in 22 alliances move to the next phase: 6 for Al Mutla'a City (M-3), 8 for East Saad Al Abdullah City (ESA-1) and 8 for West Saad Al Abdullah City with the Jaber Al Ahmad commercial services strip (WSA-1 + J-1). Qualified alliances will receive the request for proposals.

الجريدة، 15 يونيو 2026: وزير الدولة لشؤون البلدية ووزير الإسكان عبداللطيف المشاري يعلن أن المؤسسة العامة للرعاية السكنية ستعلن قريباً أسماء المطورين العقاريين المؤهلين لأول ثلاثة مشاريع سكنية بنظام المطور العقاري (القانون 118/2023): مدينة المطلاع (M-3)، وشرق سعد العبد الله (ESA-1)، وغرب سعد العبد الله مع الشريط الخدمي في جابر الأحمد (WSA-1 + J-1).

Kuwait sets October deadline for residential PPP bids

MEED, 15 September 2025: PAHW invited developers to pre-qualify under Law 118/2023 for three residential packages — Al Mutla'a City (M-3, about 2.12 million m²), East Saad Al Abdullah City (ESA-1, about 1.02 million m²) and West Saad Al Abdullah City with the Jaber Al Ahmad commercial services strip (WSA-1 + J-1, about 1.01 million m² combined). RFQ collected 18 September–1 October 2025; statements of qualification due 30 October 2025. Bidders need at least ten years of large-scale residential or mixed-use development experience.

الراي، 14 سبتمبر 2025: المؤسسة العامة للرعاية السكنية تطرح طلب تأهيل المطورين العقاريين لتنفيذ ثلاثة مشاريع سكنية وفق القانون 118/2023: مدينة المطلاع (M-3) على نحو 2.12 مليون م²، ومدينة شرق سعد العبد الله (ESA-1) على نحو 1.02 مليون م²، ومدينة غرب سعد العبد الله مع الشريط الخدمي التجاري في مدينة جابر الأحمد (WSA-1 + J-1) على نحو 1.01 مليون م². استلام وثائق التأهيل من 18 سبتمبر حتى 1 أكتوبر 2025 برسم 3,000 دينار، وآخر موعد لتقديم بيانات التأهيل 30 أكتوبر 2025.
