Assima Project went through different milestones and challenges until construction started. The project was first announced in 2005. The plans developed by Salhia were not approved by the Ministry of Finance and Kuwait Municipality which led to the company announcing the disposal of the plot in 2007. The 2008 global financial recession prevented the company from disposing the plot at an acceptable valuation. Salhia was able to resolve the issues with the government between 2012 and 2013. The new agreements with the government led to a complete project redesign. The project commenced construction in 2016 and it is expected to be partially operational by 2020. The project consists of three main components; Assima Mall (retail), Assima Tower (offices), and Assima Residences (hotel apartments).
